Giving a user this right, will take away the charicter limitations. In short, users can post messages as large as they want, send bigger search requests and recieve bigger search results. Without this right, the default limits apply (see nmdc.maxchatlength, nmdc.maxsearchlength and nmdc.maxsrlength).
